POSITION: Senior Digital Agricultural Officer 

The Regional Office for Africa (RAF) identifies, plans, and implements FAO priority initiatives in Africa to address regional food security, agriculture, and rural development issues. It assures transdisciplinary initiatives, defines regional objectives for FAO, and develops, promotes, and oversees FAO’s strategic response to regional priorities in conjunction with HQ Centres, Divisions, and Offices. RAF also assists in incorporating regional priorities into the Organization’s Work Programme and Budget, implementing permitted regional programmes and projects, evaluating program implementation, and highlighting issues. In particular, RAF maintains partnerships with Regional Economic Integration Organizations.

Digitalizing agrifood systems can boost economic growth and rural low incomes by enhancing production efficiency, livelihoods, and value chains. It can also lower agricultural supply chain transaction costs and dangers and address climate change, biodiversity loss, drought, and desertification.

The employment is in the FAO Regional Office for Africa (RAF) in Accra, Ghana.

Reporting Lines

The Senior Digital Agricultural Officer reports to the Regional Programme Leader and is overseen by the Assistant Director General/Regional Representative (ADG/RR), with functional reporting to the Director of the Office of Innovation (OIN). He/she will collaborate with other Technical Officers, the Programme Priority Area Lead for Digital Agriculture, the Partnerships and South-South Cooperation Officer, and RAF Partnership Officers.

Technical Focus

The Senior Digital Agricultural Officer will oversee RAF’s digital agricultural thematic work, including digital solutions, innovation, and technology procedures. They will work closely with RAF Programme Managers and Technical Officers and FAO Headquarters’ PPA Lead for Digital Agriculture. RAF’s digital agriculture operations will be planned, implemented, monitored, and reported by him or her in collaboration with other Regional Priorities components and program areas. The Senior Digital Agriculture Officer will lead RAF’s efforts to strengthen internal and external partnerships and knowledge networks, support FAO’s Country Programme Framework (CPF)-guided country-level actions, and increase South-South and Triangular Cooperation.

Key Functions

  • Assesses global and regional trends and country-specific needs to inform the FAO Strategic Framework, Programme of Work, work plans, supporting budgets, and resourcing strategies.
  • Implements, monitors, and reports on programmes that create and develop analytical frameworks, medium- and long-term plans and strategies, cutting-edge tools, techniques, systems and databases, critical indicators, and policy models.
  • Develops, designs, and manages research and analysis to support technical standards, international instruments, innovation, technical reports, publications, program creation, and technical and policy consulting.
  • Regional, Subregional, and Country Offices help members plan and implement their programs with technical and policy advice.
  • Performs other work duties as needed.

Specific Functions

  • Leads and participates in the development of research, papers, briefings, statements, and other knowledge products about digital agriculture, agrifood system change, and related policy issues.
  • Contributes to strategic thinking, planning, and programming issues with digital agriculture, technology, innovation, and inclusive, resilient, and sustainable growth.
  • Provides technical and policy assistance to Members, as well as technical support to FAO Regional, Subregional, and Country Offices in the creation and implementation of digital agriculture projects.
  • Promotes and coordinates collaborative activities and processes with other Programme Areas of Work in Africa, as well as maintaining tight working relationships with headquarters Centers, Offices, Divisions, and other Decentralized Offices.
  • Leads resource mobilization for digital agriculture in accordance with the FAO Strategic Framework 2022–31 and the RAF Regional Priorities.
  • Leads and participates in the development of knowledge management and dissemination efforts in support of the African digital innovation action plan and other business projects.

Candidates will be assessed against the following criteria:

Minimum requirements

  • Advanced university degree in information and communications technology (ICT), business administration, management, economics, social sciences, or a science or technology-related discipline.
  • Ten years of relevant experience in information and communications technology
  • Working proficiency (proficient – level C) in English, as well as intermediate (level B) understanding of another official FAO language.

Technical/functional skills

  • Work experience in more than one place or area of work is required, especially in field employment.
  • Strong understanding and experience with the digital economy context
  • Extent and relevance of experience in roles including ICT strategy, policy analysis and guidance, and implementation of sustainable agriculture and rural development ideas and technologies.
  • Extensive and relevant expertise in arranging and running international meetings, conferences, workshops, and training courses.
  • Demonstrated experience working with countries and stakeholders, as well as diplomacy when dealing with country representatives.
  • Proven expertise in developing and implementing technical assistance programs at the national and regional levels, as well as collaborating with national, regional, and international organizations.
  • Extent and relevance of experience developing strategic frameworks, implementing and managing work programs, and managing people and financial resources.
  • The ability to create project proposals and raise financial resources.
  • Extend and apply previous expertise in building collaboration and partnerships with other partners for the development and implementation of joint programs, as well as the preparation of joint studies and reports.
  • Working knowledge (advanced-level C) in French will be regarded as an advantage.
