About the Program

This fellowship connects scientific expertise directly with national policymaking processes. Fellows serve in Congressional offices, federal agencies, and executive branch positions. The program began in 1973 with just seven fellows on Capitol Hill. Since then, it has built a powerful, lasting network of alumni. These graduates now work across academia, government, industry, and nonprofits nationally. Most assignments remain renewable for up to twelve additional months afterward.

What Fellows Receive

Beyond competitive stipends, fellows access comprehensive professional development programming throughout. This includes a two-week orientation and monthly skill-building workshops. Fellows also attend a career summit and dedicated year-end summit event. A travel and training allowance, starting at $6,000, supports additional development. Health insurance and other benefits accompany most fellowship placements as well.

Who Can Apply

Applicants must hold a doctoral degree, or a master’s in engineering. Engineering applicants need at least three years of professional experience instead. The program welcomes scientists and engineers across remarkably diverse disciplines and backgrounds. Both early-career and highly experienced professionals may find suitable fellowship tracks. Fellows may serve up to four years total across two different placements.
