A Scholarship Built Around a Specific Access Problem

The USHIO Foundation scholarship for international students exists to address a gap that Japan’s larger public funding schemes do not fully cover. MEXT and other government programmes often miss the privately financed graduate student who is already in Japan on a Student residence status and whose family cannot comfortably meet tuition. The foundation’s framing is explicit. Here is who they want:

  • Privately Funded Students: You must rely on personal or family funds for your education. Government scholarship holders need not apply.
  • Student Visa Holders: You must already reside in Japan on a valid Student residence status.

  • Monthly Stipend: You receive 120,000 yen per month, disbursed directly into a Japanese bank account.
  • Two Years for Master’s Candidates: A two year master’s student receives up to twenty four months of support, totalling 2.88 million yen.
  • Three Years for Doctoral Candidates: A doctoral student receives up to three years of funding, totalling 4.32 million yen.
  • Grant, Not Loan: The award never requires repayment. It is pure scholarship funding.
  • Concurrent Awards Permitted: You can hold this scholarship alongside JASSO repayable loans and narrowly defined research grants. However, any other living stipend will disqualify you.

Who Realistically Qualifies

The eligibility criteria sharpen the field significantly. Check every requirement below before applying:

  • Nationality Exclusion: Chinese nationals are explicitly excluded from this application channel. The foundation directs them to a separate process.
  • Age Limit: You must be 30 or younger as of 1 April 2026. Older students cannot apply.
  • Enrollment Status: You must be enrolled in a master’s or doctoral programme at a limited set of graduate schools. Eligible fields include engineering, science, interdisciplinary engineering sciences, information science and electrical engineering, or mathematics.
  • Japanese Language Proficiency: You need roughly JLPT N2 level Japanese. Monthly living reports, official correspondence, and ceremony attendance all happen in Japanese. No exceptions apply.
  • Academic Benchmark: The foundation cites a GPA of 2.5 or higher on the JASSO scale. In practice, roughly 80 percent of your grades should sit at A equivalent level.

The Institutional Filter

One feature of the USHIO Foundation graduate scholarship merits special attention. The foundation accepts no more than eight scholars nationally across its designated partner institutions. Each university conducts its own internal selection before forwarding a single candidate. Here is the timeline:

  • 23 March to 3 April 2026: Internal selection window at your university
  • 8 April 2026: Your university announces its nominated candidate
  • 16 April 2026, 5 p.m.: Deadline for submitting foundation level documents
  • 20 April 2026: Foundation announces final decisions
