Furthermore, applicants lacking full mental capacity or facing severe medical conditions may receive exemptions entirely. Individuals experiencing exceptional personal circumstances could also qualify for special consideration under government review procedures. Citizens by descent applying for citizenship by grant will not complete the proposed citizenship examination either.

Applicants applying overseas while meeting residency conditions may also avoid taking the citizenship examination requirement. This exemption includes residents living within Niue, Tokelau, or the Cook Islands territories currently. Government employees working abroad for New Zealand may also qualify under these overseas exemption arrangements.

Importantly, anyone submitting citizenship applications before late 2027 will avoid completing the new citizenship examination.

Applicants failing after six attempts could receive alternative options, including partial refunds after withdrawing applications.
