POSITION: Programme Officer
ASERD Ghana seeks a qualified Programme Officer to join our team. If you hold a Bachelor’s degree in Development Studies, Environmental Science, Natural Resource Management, Agriculture, Climate Change, or a related field, plus three to five years of NGO experience, this role offers the opportunity to shape programme quality, strengthen donor relationships, and drive community led change across Ghana.

As a Programme Officer, you will play a strategic and operational role in supporting the design, coordination, implementation, and monitoring of our programme portfolio. Your focus will remain on ensuring programme quality, coherence, and impact across multiple projects. Additionally, you will work closely with Project Officers and the Programme Manager to align interventions with organizational priorities, donor requirements, and community needs.
Your Mission
You will support the design and development of high quality programmes and project proposals aligned with ASERD’s strategic objectives. Your role includes contributing to programme frameworks, theories of change, and results frameworks. You will also lead programme level planning processes, including annual workplans, budgets, and implementation strategies. Integrating cross cutting themes such as gender equality, climate resilience, and social inclusion across programmes will be central to your success.
Key Responsibilities
Your role spans programme development, coordination, donor engagement, MEAL, stakeholder relations, financial oversight, reporting, and team support. Here is what you will tackle:
Programme Development & Strategy
- You will support the design of high quality programmes and project proposals aligned with strategic objectives.
- Contributing to programme frameworks, theories of change, and results frameworks.
- Leading annual workplans, budgets, and implementation strategies while integrating gender, climate, and inclusion themes.
Coordination & Implementation
- You will coordinate multiple projects within the portfolio to ensure coherence and efficiency.
- Providing technical guidance to Project Officers, monitoring progress against targets and budgets, and addressing bottlenecks.
- Promoting adaptive management through continuous learning and improvement.
Donor Engagement & Resource Mobilization
- You will identify funding opportunities and contribute to proposal development and grant applications.
- Assisting in donor liaison and communication, ensuring compliance with donor requirements.
- Strengthening relationships with development partners and funding agencies.
Monitoring, Evaluation, Accountability & Learning (MEAL)
- You will support the design and implementation of programme level MEAL systems and frameworks.
- Harmonizing indicators and data collection tools across projects.
- Analyzing programme data to inform decision making, reporting, and strategic adjustments.
- Facilitating learning events, reflection sessions, and documentation of best practices.
Stakeholder Engagement & Partnerships
- You will establish and maintain strong relationships with government agencies, NGOs, community groups, and development partners.
- Representing ASERD in stakeholder meetings, coordination platforms, and policy dialogues.
- Promoting collaboration and knowledge sharing while supporting advocacy initiatives.
Financial Oversight & Compliance
- You will support programme budgeting, financial planning, and expenditure tracking.
- Ensuring compliance with donor regulations, organizational policies, and financial procedures.
- Working with the finance team on proper fund utilization and reporting.
Reporting & Knowledge Management
- You will coordinate high quality programme and donor reports.
- Ensuring timely documentation of programme activities, outputs, and outcomes.
- Developing knowledge products including reports, briefs, case studies, and communication materials.
Team Support & Capacity Building
- You will provide mentorship and technical support to Project Officers and field staff.
- Facilitating capacity building initiatives to strengthen team performance.
- Promoting a collaborative, results oriented team environment.
What You Bring to the Role
Qualifications
- A Bachelor’s degree in Development Studies, Environmental Science, Natural Resource Management, Agriculture, Climate Change, Peace and Security, or a related field.
- A Master’s degree in Development Management, Environmental Management, or Public Administration gives you a strong advantage.
Experience
- Three to five years of relevant experience in programme management, preferably within NGOs or development organizations.
- Demonstrated experience managing donor funded programmes and working with multiple stakeholders.
- Proven experience in rural development, climate resilience, or livelihood programmes.
- Experience working in Northern Ghana or similar contexts is highly desirable.
Technical Competencies
- Strong knowledge of programme management principles and development programming.
- Experience in proposal writing, fundraising, and donor reporting.
- Familiarity with MEAL systems and data driven decision making.
- Strong budgeting and financial management skills.
- Proficiency in Microsoft Office Suite and digital data tools such as KoboToolbox or ODK.
