POSITION: Director, Finance

A reputable public institution is seeking a Director, Finance to provide leadership, technical direction, and administrative oversight for its finance functions. If you are a member of ICAG, ACCA, CPA, or CIMA, not above 55 years of age, and possess high integrity, strategic thinking skills, and proficiency in financial and ICT applications, this role offers the opportunity to formulate financial policies, mobilise resources, oversee budget preparation, ensure compliance, and strengthen internal controls.

Your Mission

You will take responsibility for providing inputs for the formulation of financial policies for the institution. Your role includes leading the implementation, monitoring, and evaluation of financial programmes and activities, ensuring efficient and effective management of financial, human, and material resources, and mobilising financial resources to support operations and strategic objectives. Additionally, you will oversee the preparation, consolidation, and timely submission of annual budgets and periodic financial reports, ensure accurate analysis and reporting of financial statements, ensure compliance with financial management laws and IPSAS, oversee financial control systems, ensure implementation of audit recommendations, manage performance within the Directorate, and maintain effective collaboration with relevant ministries and stakeholders.

Your role spans policy formulation, programme implementation, resource management, budget oversight, compliance, internal controls, performance management, and stakeholder collaboration. Here is what you will tackle:

Policy & Strategy

• You will provide inputs for the formulation of financial policies of the institution.
• Leading the implementation, monitoring, and evaluation of financial programmes and activities.

Resource Management

• You will ensure efficient and effective management of the institution’s financial, human, and material resources.
• Mobilising financial resources to support the institution’s operations and strategic objectives.

Budgeting & Reporting

• You will oversee the preparation, consolidation, and timely submission of annual budgets and periodic financial reports.
• Ensuring accurate analysis, interpretation, and reporting of financial statements.

Compliance & Controls

• You will ensure compliance with applicable financial management laws, regulations, fiscal policies, and accounting standards including IPSAS.
• Overseeing the development, implementation, and review of financial control systems and accounting manuals.
• Ensuring the implementation of audit recommendations and strengthening internal controls.

Performance & Collaboration

• You will oversee the performance management system within the Directorate.
• Maintaining effective collaboration with relevant ministries, departments, agencies, and stakeholders on financial matters.

What You Bring to the Role

Qualifications & Professional Membership

• A minimum of a master’s degree in Finance, Accounting, Economics, or a related discipline from an accredited tertiary institution.
• Chartered membership of a recognized professional body such as ICAG, ACCA, CPA, or CIMA.

Experience

• A minimum of ten years of post bachelor’s relevant work experience.
• At least five of those years in a senior management position within a reputable institution.
• Strong knowledge of public financial management systems and regulatory frameworks.

Competencies & Skills

• Excellent communication, negotiation, and stakeholder management skills.
• Strong knowledge of budgeting, auditing, and financial control systems.
