POSITION: Procurement Officer

Development Bank Ghana is seeking a Procurement Officer to support the Head of Procurement in delivering efficient, effective, and value driven procurement activities. If you hold a professional certification such as CIPS or MCIPS as an added advantage, this role offers the opportunity to develop innovative procurement strategies, manage supplier negotiations, execute procurement procedures, mitigate risks, control budgets, oversee systems, and prepare timely reports.

Your Mission

You will take responsibility for supporting the Head of Procurement in developing innovative and cost effective procurement strategies that advance the Bank’s objectives. Your role includes assisting in maintaining procurement policies, sourcing reliable suppliers, negotiating advantageous terms, executing procurement procedures in line with corporate policies, preparing RFPs, RFQs, and evaluation reports, inspecting delivered items, mitigating procurement related risks, preparing annual procurement plans, identifying cost saving opportunities, overseeing systems tracking shipments, and preparing monthly, quarterly, and annual reports.

Key Responsibilities

Your role spans procurement strategies, supplier management, process management, risk management, budget control, systems management, and reporting. Here is what you will tackle:

Procurement Strategies, Policies and Procedures

  • You will support the Head of Procurement in developing innovative and cost effective procurement strategies that advance the Bank’s objectives.
  • Assisting in developing, implementing, and driving the organization’s procurement strategy.
  • Staying informed about industry trends and best practices.
  • Maintaining and recommending improvements to procurement policies and procedures.
  • Communicating policies and ensuring protocol adherence across all departments.

Supplier Management

  • You will assist the Head of Procurement in leading negotiations for major contracts, securing optimal terms.
  • Sourcing and engaging reliable suppliers and vendors.
  • Supporting negotiations to secure advantageous terms and favorable pricing.
  • Reviewing and assessing existing contracts for ongoing feasibility and compliance.
  • Liaising with service providers and development partners.

Procurement Process Management

  • You will execute procurement procedures in line with DBG’s corporate procurement policy, ensuring compliance, efficiency, and value for money.
  • Coordinating project specific procurement assessments during appraisal and implementation.
  • Collaborating with key stakeholders to understand business needs.
  • Sourcing quotations from contractors and suppliers.
  • Preparing requests for payment for works executed.
  • Preparing RFPs, RFQs, evaluation reports, EOIs, and tender advertisements.
  • Inspecting items with the relevant inspection team.
  • Obtaining approval on purchase orders.
  • Organizing and confirming timely delivery of goods and services.

Risk Management

  • You will assist the Head of Procurement in proactively mitigating procurement related risks through strong internal controls and vendor due diligence.
  • Keeping abreast of changes in national and international procurement legislation.
  • Ensuring compliance with legal, regulatory, and corporate requirements.
  • Analyzing procurement spending data to identify trends and improvement areas.
  • Performing risk assessments on potential contracts.
  • Mitigating procurement related risks.

Budget Control

  • You will support the Head of Procurement in preparing and implementing annual procurement plans.
  • Assisting in managing the procurement budget and promoting long term savings.
  • Supporting budget and resource allocations for the division.
  • Identifying cost saving opportunities and efficiencies.

Systems Management

  • You will oversee and manage systems that track shipments, inventory, and supply of goods.
  • Ensuring the effectiveness and security of procurement related IT infrastructure.

Reporting

  • You will prepare timely monthly, quarterly, and annual reports on procurement activities.
  • Preparing reports for the Head of Procurement’s review, detailing KPIs, cost savings, and vendor performance.
  • Providing insights and recommendations for continuous improvements.

What You Bring to the Role

Education

  • A bachelor’s degree in supply chain, procurement, logistics, business administration, or a related field.
  • Professional certification such as CIPS or MCIPS gives you an added advantage.

Work Experience

  • A minimum of five years of relevant experience in operational procurement.
  • Strong knowledge and practical application of the Public Procurement Act, 2003 (Act 663) as amended.
  • Strong knowledge and practical application of World Bank Procurement Procedures.
