About the Role

Cambridge University Hospitals NHS Foundation Trust is seeking a Senior Commissioning Manager to join its Commissioning team. Job Duties

• Support the Deputy Director of Commissioning in securing legally compliant NHS and non-NHS contracts.
• Manage and oversee the Trust’s commissioning contract portfolio.
• Lead and develop the Commissioning team through performance management and staff development.
• Provide leadership, support, and challenge to maintain effective team performance.
• Monitor commissioning performance, financial outcomes, and contractual delivery.
• Manage contractual disputes with commissioners and coordinate resolution processes.
• Build effective relationships with external organisations including NHS England, Integrated Care Boards (ICBs), and Integrated Care Systems (ICSs).
• Support service development initiatives aligned with Trust priorities.
• Produce reports, financial analysis, and strategic recommendations.
• Contribute to commissioning decisions that support clinical service delivery.

Job Requirements

• Degree-level education, professional equivalent qualification, or equivalent commissioning experience.
• Professional accountancy qualification or equivalent professional credential.
• Substantial experience working within healthcare services.
• Experience in commissioning, contracting, or financial planning roles.
• Strong financial management and budget oversight capability.
• Experience negotiating in resource-constrained environments.
• Experience managing teams and developing staff performance.
• Ability to influence and build consensus across internal and external stakeholders.

Preferred Qualifications

• Previous experience working within NHS commissioning organisations.
• Experience within NHS provider environments.
• Strong understanding of NHS commissioning reforms and policy developments.
• Knowledge of healthcare contracts, governance, and legal frameworks.
• Experience handling complex commissioning agreements and disputes.
• Strong analytical and strategic decision-making capability.
