POSITION: Citizens Bureau Director

The Parliamentary Service of Ghana invites exceptional leaders to apply for the prestigious position of Citizens Bureau Director.

About The Role

The Citizens Bureau serves as the critical link between Parliament and the diverse ecosystem of Civil Society Organizations and think tanks operating across Ghana. Consequently, the Director plays an instrumental role in shaping how citizens engage with their elected representatives through organized civil society channels. This position demands a professional who combines strategic thinking with operational excellence, ultimately ensuring that Parliament remains accessible, accountable, and responsive to the voices of the people.

Responsibilities

The successful candidate will undertake a wide range of duties that directly impact parliamentary openness and civic participation. Specifically, you will:

  • Facilitate High Level Engagements: You will organize and coordinate meaningful interactions between Parliament and CSOs or think tanks on pressing national issues, thereby ensuring that diverse perspectives inform legislative processes.
  • Build and Manage Comprehensive Databases: You will establish and maintain a detailed database of all CSOs and think tanks operating in Ghana, classifying them according to their specialized areas and aligning them with Parliament’s various committee clusters for seamless collaboration.
  • Enable Information Flow: You will create systems that facilitate efficient information sharing between Parliament and civil society, ensuring that critical data and policy insights reach the right stakeholders without delay.
  • Lead Capacity Building Initiatives: You will design and implement workshops, seminars, and training programs that educate CSOs about parliamentary procedures, thereby empowering them to participate more effectively in governance.
  • Drive Open Government and Open Parliament Initiatives: You will coordinate the implementation of Open Government Partnership commitments and Open Parliament principles, positioning Ghana as a leader in legislative transparency.
  • Provide Technical Support: You will offer expert guidance to the Open Government Partnership Caucus in Parliament and the Open Parliament Steering Committee, while also facilitating the implementation, monitoring, and evaluation of the Open Parliament Action Plan.
  • Perform Additional Duties: You will undertake any other responsibilities assigned by the Clerk to Parliament, demonstrating flexibility and commitment to institutional goals.

Qualifications

We seek candidates who bring a strong academic foundation combined with substantial professional experience. Therefore, applicants must meet one of the following criteria:

  • A First Degree in Social Sciences, Humanities, Mass Communication, Public Relations, or a related discipline from an accredited university, coupled with a minimum of 10 years post qualification experience and a Master’s degree in a relevant field, plus at least 3 years in a position equivalent to a Deputy Director in the Public Service. OR A First Degree and a Master’s Degree in Social Sciences, Humanities, Mass Communication, Public Relations, or a relevant discipline from an accredited university, accompanied by at least 6 years post qualification work experience and a minimum of 3 years in a leadership capacity.
  • Additionally, working experience with Civil Society Organizations or think tanks will serve as a significant advantage, as it demonstrates your understanding of the unique dynamics within the civil society sector.
