The Flemish Ministry of Education has opened its 2026–27 Master Mind Scholarship call. This opportunity offers up to €10,225 per academic year to approximately 30 international students enrolling in master’s programmes across Flanders and Brussels. Tuition caps at just €140. A two-year funding track exists for 120-ECTS programmes. These features position Belgium’s Flemish institutions as a genuinely competitive alternative to the costlier corridors of the Netherlands, the UK, and Scandinavia.

What the Scholarship Actually Covers

Each Master Mind Scholar receives a maximum of €10,225 annually. The scholarship disburses this amount in instalments tied to enrolment milestones. A final payment of €1,525 depends on degree completion or sufficient credit accumulation.

Funding Duration:

  • One-year master’s (60 ECTS): One year of funding
  • Two-year master’s (120 ECTS): Full duration funding, provided you secure at least 54 ECTS in the first year

Tuition: Your host institution pegs tuition to the subsidized rate of €140. This represents a fraction of what peer programmes in neighbouring countries demand.

Programme Budget: The total stands at €480,000. With only 30 places available and each institution permitted a maximum of 20 nominations, competition is structurally tight. This is not a mass-distribution grant. It is a curated selection.

Eligibility: Who Qualifies

Applicants must meet several firm requirements:

  • GPA: Minimum 3.5 on a 4.0 scale, calculated via the Scholaro converter, based on your most recent completed bachelor’s or master’s degree.
  • English Proficiency: Minimum IELTS 7.0 or TOEFL 94 or C1 CEFR equivalent. School of Arts applicants receive a relaxed threshold: IELTS 6.5 or TOEFL 90 or B2 equivalent.
  • Degree Origin: Your qualifying degree must not have been earned at a Flemish institution. Prior credit mobility in Flanders does not disqualify you.
  • Current Status: Students already enrolled in Flemish programmes are ineligible. A narrow exception applies to those in preparatory tracks beginning a master’s in September 2026.
  • Nationality: All nationalities may apply except Russian nationals.

Reserved Slots: The Flemish government reserves exclusive slots for students from Japan (3), Mexico (3), Palestine (2), and the USA (5). These reflect Flanders’ diplomatic priority corridors. Unclaimed reserved places cascade back into the general ranking.

How the Master Mind Scholarship Compares

Against the Holland Scholarship (€5,000, one-off) or Sweden’s SI Scholarships, the Master Mind occupies a middle tier:

  • Cost-of-Living: It does not guarantee full cost-of-living coverage. However, Belgium’s comparatively lower living expenses—particularly outside Brussels—help close that gap.
  • Erasmus Mundus: The Master Mind explicitly cannot combine with Erasmus Mundus. However, it offers something Erasmus Mundus does not: the freedom to choose your own programme and institution within a defined system, rather than enrolling in a pre-packaged consortium track.

The Selection Process

A 100-point rubric guides selection:

  • Motivation: 30 points
  • Transcripts: 30 points
  • Recommendation Letters, Institutional Endorsement, and Top-Talent Profile: Split the remaining 40 points

Rigour: Two independent jury members read every application. A mandatory re-evaluation triggers if scoring diverges by more than 8 percent. This level of procedural rigour is unusual for a scholarship of this budget scale.

Applications route through your host institution, not directly to VLUHR.

  • Step 1: Apply to and receive acceptance from a Flemish university, School of Arts, or the Antwerp Maritime Academy.
  • Step 2: Your institution nominates you and uploads your file via the Mobility-Online tool.
