POSITION: Survey Engineer

The Japan International Cooperation Agency seeks a qualified and experienced Programme Specialist to join our Health Sector team in Accra. Job Summary

This position places you at the centre of JICA’s health sector operations, analysing development trends and proposing solutions that align with both JICA and Ghana government policies. Consequently, you will influence programme direction while monitoring sector specific developments that shape our operations. Furthermore, you will provide technical advice to management and contribute meaningfully to strategic planning processes.

Responsibilities

Strategic Planning:

• Analyse and identify challenges and development trends within the health sector
• Propose solutions aligned with JICA and Ghana policies, strategies, and plans
• Monitor sector trends including government initiatives and development partner coordination
• Track major multilateral and bilateral donor activities influencing JICA operations
• Provide technical inputs to programme development and planning processes
• Advise management and section leaders on strategic direction

Project Management and Coordination:

• Engage in project formulation, planning, monitoring, and evaluation
• Coordinate and harmonise JICA projects with related initiatives
• Provide technical support for maximising positive project impacts
• Negotiate with government counterparts for smooth project implementation
• Build and maintain relationships with development partners and private sector stakeholders
• Manage logistical and administrative arrangements for project implementation
• Provide technical advice to Liberia Field Office and Sierra Leone Office

Additional Duties:

• Leverage JICA schemes including training programmes and volunteer programmes
• Collaborate with public relations team for publicising JICA activities
• Undertake other tasks as assigned by the Chief Representative

Employment Terms

• One year contract with six month probationary period
• Renewable upon satisfactory performance

Required Qualifications and Experience

Educational Background:

• Bachelor or higher degree in Commerce, Economics, Sociology, or other Social Sciences

Experience Criteria:

• At least five years working experience in related areas including enterprise business development, start up ecosystem development, investment promotion, industrial development, trade, economy, business related law, or public private partnership

Essential Skills:

• Adequate and proper business manner with strong discipline
• Excellent interpersonal skills with demonstrated cultural sensitivity
• Proven ability to work in teams and develop relationships with colleagues and external counterparts
• Excellent PC skills particularly in Microsoft Word, Excel, and PowerPoint
• Capability to produce business documents, reports, and presentations

Desirable Qualifications

• Working experience within government organisations, donor organisations, or international private companies
• Bachelor’s or master’s degree obtained abroad in Commerce, Economics, Sociology, or other Social Sciences
