France Fully Funded Marianne Initiative Fellowships 2026

What the Marianne Initiative Actually Is

French President Emmanuel Macron launched the Marianne Initiative on Human Rights Day in December 2021. The programme stands as a direct response to the global deterioration of fundamental freedoms. The French Ministry for Europe and Foreign Affairs and the Ministry of the Interior co lead the initiative. The Association Marianne, a coalition of civil society organisations, legal bodies, NGOs, and local authorities, manages it in France.

Each year, an independent expert committee selects approximately 15 defenders from hundreds of candidates worldwide. The inaugural cohort in 2022 was all female. Four mixed cohorts have followed since then. The programme’s alumni now form a global network of activists called the Marianne Alumni. These defenders continue to support one another long after the fellowship ends.

What Six Months in France Gives You

Selected fellows receive a comprehensive package that addresses both professional development and personal wellbeing. Here is exactly what you gain:

Who This Programme Is For

The Marianne Initiative targets foreign human rights defenders applying from their home country or a third country. Here are the key eligibility requirements:

  • Proven Track Record: You must demonstrate a history of activism in defence of fundamental rights. Eligible areas include civil and political rights, women’s rights, minority protections, children’s rights, or environmental rights.
  • Identity Documentation: You must supply valid identity documents.
  • Evidence of Work: You need documentation proving your activist work and its impact.

Submit your application through the French government’s official digital platform. No other submission method will receive consideration.

A Programme With Global Reach

The Marianne Initiative extends beyond France through an international dimension. The French development agency AFD and the NGO Agir Ensemble pour les droits humains support this component. This international work amplifies defenders’ visibility and strengthens their capacity within their own countries and regions. The programme recognises that fellowships must leave lasting impact where the work actually happens, not just in Paris.
