POSITION: Project Director

Global Communities is seeking a Project Director for the anticipated DHAPP–Ghana Armed Forces Partnership for Resilient Military Health Systems for Readiness program (DHAPP Ghana). If you hold a Master’s degree in public health or a related field with ten years of experience, or an MD or PhD with six years of experience, and have at least five years managing similar HIV or PEPFAR programs, this role offers the opportunity to lead a high impact initiative while building military ownership and sustainable health system resilience.

As Project Director, you will lead and oversee overall program implementation, guiding technical strategy, providing financial and operational oversight, and managing human resources. Your work will directly strengthen military health system readiness while supporting transition planning that increases military ownership.

Your Mission

You will provide overall program leadership, direction, and supervision, including oversight of staff, consultants, subrecipients, partners, monitoring and evaluation, and program implementation. Your primary focus includes leading implementation of a comprehensive transition plan that demonstrates progressive Ghana Armed Forces assumption of responsibilities across technical areas, data and reporting, and program management. Additionally, you will ensure close coordination with Ghana Armed Forces leadership and relevant stakeholders to support military ownership and avoid duplication or parallel systems.

Key Responsibilities

Your role spans strategic leadership, technical oversight, operational management, monitoring and evaluation, and partnership representation. Here is what you will tackle:

Program Leadership & Strategic Direction

  • You will lead implementation of a comprehensive transition plan demonstrating progressive Ghana Armed Forces assumption of responsibilities across technical areas, data reporting, and program management.
  • Supporting program planning that addresses DHAPP identified priorities for Ghana, including strengthening safe and ethical index testing, linkage to treatment, rapid ART initiation, and sustained viral load coverage.

Technical Oversight

  • Ensuring program activities remain evidence based, efficient, and aligned with national guidelines and partner military policies and requirements.
  • Ensuring the program supports and documents increasing military leadership and capability through measurable milestones and performance management.

Operational & Financial Management

  • You will lead regular workplan, budget, and implementation reviews to facilitate cost effective and timely achievement of deliverables and targets.
  • Providing effective oversight of program operations, procurement coordination, and partner management ensures compliance and strong performance across all implementing partners.
  • Ensuring systems remain in place for sound financial management, documentation, and internal controls consistent with donor requirements and Global Communities policies.

Monitoring, Evaluation, Reporting & Learning

  • You will oversee the production and submission of timely technical and financial reports, ensuring accurate documentation of program progress, achievements, challenges, and fund utilization.
  • Then, ensuring the program establishes strong data quality practices and works with partners to support timely, accurate reporting of required indicators and results.
  • Promoting a culture of learning and continuous improvement, ensuring lessons learned are documented, disseminated, and applied to strengthen implementation quality and efficiency.

Representation & Partnership Management

  • You will serve as senior in country representative for the program, building strong working relationships with Ghana Armed Forces leadership, government counterparts, other implementing partners, and relevant stakeholders.
  • Maintaining effective coordination with DHAPP stakeholders and supporting collaboration with other partners working on complementary efforts.

What You Bring to the Role

Minimum Qualifications

  • A Master’s degree in public health, medicine, health systems, international development, or a related field plus ten years of relevant professional experience, OR a Medical Doctor (MD) or PhD in Public Health or a related field plus six years of relevant work experience.
  • Demonstrated capabilities in management, institutional capacity building, high level strategic visioning and leadership, including experience working effectively with district, provincial, and national government authorities.
  • At least five years of management experience leading implementation of similar HIV or PEPFAR programs, including coordination and collaboration with a broad set of stakeholders such as international donors, NGOs, and government counterparts.
  • Experience supporting HIV program performance improvement along the testing to treatment to viral suppression cascade. Preference goes to candidates with experience also integrating TB and malaria services within HIV platforms.
  • Strong written and oral communications skills in English.
  • A strong track record of working effectively within Ghana’s health and government context.
  • Strong leadership, supervision, and team management experience, with demonstrated ability to lead multi disciplinary teams and drive results under deadlines.

Preferred Qualifications

  • Experience working with military health services, Ministries of Defense, or similar uniformed service health systems.
