POSITION: Country Director
Plan International is seeking a Country Director to lead our presence in Ghana. If you hold a relevant university degree, bring at least five years of leadership experience in international development or humanitarian action, and have a demonstrable commitment to gender equality, this role offers the opportunity to drive transformative change for girls and vulnerable children across the country.

Your Mission
As Country Director, you will serve as Plan International’s lead representative in Ghana. You will drive our programme and influencing work, set overall direction, lead a high performing team, and ensure accountability for demanding targets. You will also ensure the country operating model remains fit for purpose, we have the right funding mix, key business processes function properly, and organisational values embed in everything we do.
Key Responsibilities
Your role spans leadership, programme delivery, funding growth, representation, risk management, and team development. Here is what you will tackle:
Leadership & Strategy
- You will lead the implementation of the Country Strategy and the annual planning and budgeting exercise.
- Ensuring the application of our Gender Transformative and Inclusive approach in the workplace, projects, and programmes.
Programme Quality & Emergency Readiness
- You will ensure high quality programme work with maximum involvement of girls, boys, young people, and persons with disabilities following Plan International’s Programme Quality Procedures.
- Ensuring readiness for emergencies is built into all programme planning, plus leading emergency response interventions when needed.
Funding Growth & Grant Management
- You will grow and manage a quality grant portfolio, raising funds in a timely manner while respecting commitments to donors and communities.
- Delivering grant and sponsorship work on time with clear measurable impact on children, in full compliance with donor requirements.
Representation & External Relations
- You will represent Plan International, its work, and its values to authorities and key decision makers in Ghana.
- Maintaining good working relationships with government authorities, ensuring compliance with laws and regulations while achieving strategic priority goals.
Risk Management & Compliance
- You will ensure key risks receive proactive identification and management, including safeguarding of children and youth, safety and security, fraud, legal risks, and risks to Plan International’s reputation.
- Ensuring the reporting and effective management of all incidents regarding child abuse and sexual harassment.
Team Leadership & Culture
- You will lead a motivated team, ensure legal compliance, and remain ready to respond to emergency and development needs of the most marginalised children, especially girls.
- Creating and managing high performing teams that deliver excellent technical work using child centred and gender transformative approaches.
What You Bring to the Role
Education & Experience
- A relevant university degree in development, social science, business administration, or a related field, or equivalent experience.
- Proven significant experience exercising leadership functions with increasing responsibility in an international environment related to development or humanitarian action. Minimum of five years in a relevant leadership position.
- Proven understanding of child rights and gender in development and humanitarian contexts, plus the promotion of girls’ rights in the context of relevant International Conventions and the Global Goals (SDGs).
- Knowledge of the geopolitical factors affecting child poverty in Ghana and the political, social, and environmental opportunities for change gives you an advantage.
Technical Expertise
- Knowledge of humanitarian response, particularly responding to large refugee populations in protracted crisis environments to bring about durable solutions.
- Knowledge of donor compliance and financial management requirements.
- Knowledge of programming in challenging environments with good understanding of security, political, economic, social, and religious contexts.
- Proven skills in developing and managing effective and motivated teams, including distance management.
- Excellent English written and verbal communication skills.
- Proven networking and negotiation skills with governmental and non governmental actors.
- Strong diplomatic and communication skills, including through mass media, to influence decision makers and key stakeholders.

- Drive progress by setting and communicating an ambitious but realistic strategy, aligned with Plan International’s priorities and appropriately resourced.
- Role model the culture change we need, upholding our values and accelerating progress toward gender equality.
- Ensure effective delivery by leading through others, working closely with support functions, and responding quickly when problems arise.
- Make timely decisions, even in uncertainty and when information is imperfect.
- Grow professional and leadership capabilities by developing the skills and potential of our workforce.
- Communicate clearly and persuasively with large and diverse groups, involving all staff in reflection, innovation, and improvement.
- Build strategic relationships with key leaders, experts, and stakeholders across the Plan International federation and externally.
Key Relationships
Internal: Country Leadership Team, Director of the Sub Region (line manager), Regional Office Management Team, other Country Directors, Plan International National Organisations, and functional departments at Global Headquarters.
External: National and local authorities, community leaders, partners, civil society members, media, grant donors, other INGO leaders, relevant UN clusters, universities, and research partners.
