POSITION: Engineering Consultant
Cowater International is seeking an Engineering Consultant for the SIGRA project, which aims to improve climate resilience for Ghanaian citizens, particularly women, girls, and vulnerable groups. If you have solid experience overseeing construction works in rural settings, working with governments and local communities, and building capacity in project design and environmental management, this task order contract offering up to 25 days of work tied to specific deliverables will let you review feasibility studies, validate technical designs, oversee construction quality, and ensure integration of climate resilient features.

The SIGRA Project Context
Climate change severely affects agriculture, livelihoods, food security, water access, infrastructure, and disease transmission in Ghana. The Northern and Volta regions, where SIGRA operates, face the highest exposure to climate risks. Vulnerable groups including women, girls, and the Fulani ethnic minority have less ability to adapt. SIGRA improves resilience by providing technical assistance to strengthen governance and national systems, supporting regional government stakeholders, and partnering with women led CSOs to amplify women’s voices in government decision making.
Your Mission
Reporting to the Team Leader and supported by the Environment and Climate Change Specialist, you will oversee the quality of design and construction for climate resilient rural infrastructure including solar powered boreholes, solar powered irrigation, pedestrian bridges, and agro processing hubs. You will provide technical support to district stakeholders, review feasibility studies and project designs, ensure integration of climate resilience and environmental safeguards, review contracts, and oversee construction quality and environmental mitigation plans.
Key Responsibilities
Your role spans quality assurance, design validation, construction oversight, and compliance. Here is what you will tackle:
Quality Assurance on Climate Adaptation Project Design
- You will review and validate feasibility studies, technical designs, and engineering documentation.
- Providing expert input on site selection using topographic, hydrological, and geophysical assessments.
- Designing climate resilient systems for water supply, irrigation, agro processing, and small infrastructure.
- Ensuring integration of climate resilient features including drought, flood, and storm resistance, plus water harvesting and efficient resource use.
- Validating Bills of Quantities, drawings, and technical specifications.
Construction Project Oversight & Quality Control
- You will promote sustainable construction practices.
- Assessing construction works including boreholes, irrigation systems, agro processing facilities, and pedestrian infrastructure.
- Ensuring compliance with approved designs, contracts and timelines, and engineering, safety, and environmental standards.
- Identifying technical issues and proposing corrective actions.
Deliverables (Indicative)
- Technical review reports for designs and feasibility studies.
- Quality assurance reports from site visits.
What You Bring to the Role
Education
- A bachelor’s degree in Civil, Agricultural, Environmental, or Irrigation Engineering. A master’s degree gives you a strong asset.
Experience
- Five or more years of relevant field experience in water resource management, rural infrastructure, and irrigation system design in Ghana.
- Solid experience overseeing agricultural, environmental, or irrigation project construction works in rural Ghanaian settings.
- Significant experience working with governments and local communities, plus building their capacity in project design, construction, environmental management, and climate adaptation.
Skills
- Proficiency with engineering software including AutoCAD, ArcGIS, and hydraulic modelling tools.
- Excellent project management abilities, construction and contractor supervision experience.
- Cross cultural communication skills for engaging with rural communities and government bodies.
- Strong knowledge of standard Ghanaian environmental laws, standards, tools, and templates.
- Proven ability to successfully operationalize environmental regulations and tools.
- High level of professional integrity, ethics, accountability, and dedication to upholding good environmental practices.
- Solid computer and MS Office skills including Word, Excel, PowerPoint, Teams, and Outlook.
- Fluency in English is required; knowledge of local dialects is highly advantageous.
