POSITION: Trade Policy Advisor
GIZ Ghana is seeking a Trade Policy Advisor to support the Programme Support to the AfCFTA. If you have high level organizational, communication, reporting, and writing skills, can prioritize and deliver under strict deadlines, and are willing to travel within and outside Ghana, this role offers the opportunity to provide technical guidance, serve as primary liaison to government agencies, develop project activities, and ensure coherent planning toward agreed milestones.

The Project: Programme Support to the AfCFTA
The Programme Support to the AfCFTA aims to create favourable framework conditions for realizing the African Continental Free Trade Area. The strategy starts at the continental level with the negotiating framework and takes into account key synergies with actors at regional economic communities and national levels. In Ghana, the project supports negotiations and national implementation of the AfCFTA. As a Trade Policy Advisor, you will not simply provide advice; you will develop and implement project activities, serve as primary liaison to government agencies, identify and design support interventions, maintain operational documents, quality assure reports, ensure information flow with other GIZ projects, and deputise during the team leader’s absence.
Your Mission
You will take responsibility for developing and implementing project activities with relevant government partners, ensuring technical quality and compliance with programme frameworks. Your role includes serving as the primary liaison to government agencies responsible for AfCFTA implementation, identifying and designing support interventions on trade topics with a focus on AfCFTA domestication and operationalisation, and maintaining and periodically updating programme operational documents and implementation plans. Additionally, you will review and quality assure reports, technical documents, working papers, and publications on trade policy and AfCFTA, ensure effective information flow and coordination with other GIZ projects, plan and implement trainings and workshops, and deputise during the team leader’s absence.
Key Responsibilities
Your role spans project implementation, government liaison, intervention design, document management, quality assurance, coordination, event planning, and deputising. Here is what you will tackle:
Project Implementation
- You will develop and implement project activities with relevant government partners, ensuring technical quality and compliance with programme frameworks.
- Using monitoring and evaluation findings to inform implementation.
Government Liaison
- You will serve as the primary liaison to government agencies responsible for AfCFTA implementation.
- Building and maintaining strong working relationships with counterparts.
Intervention Design
- You will identify, design, and steer support interventions on trade topics, with a focus on AfCFTA domestication and operationalisation.
- Focusing on Trade in Goods, Trade in Services, and Digital Trade.
Document Management
- You will maintain and periodically update programme operational documents and implementation plans.
- Ensuring documents remain current and accessible.
Quality Assurance
- You will review and quality assure reports, technical documents, working papers, and publications on trade policy and AfCFTA.
- Catching errors before documents go to stakeholders.
Coordination
- You will ensure effective information flow and coordination with other GIZ projects and relevant donor programmes.
- Avoiding duplication and leveraging synergies.
Event Planning
- You will plan, implement, and document trainings, workshops, forums, team meetings, and other project activities, including follow up and knowledge capture.
Deputising
- You will deputise during the team leader’s absence, maintaining continuity of operations.
What You Bring to the Role
Education & Experience
- A master’s degree in International Trade, International Law, Economics, Economic Development, Political Science, or a similar field.
- At least five years of professional experience in a comparable position.
Technical Knowledge
- Sound knowledge of the AfCFTA and its protocols gives you an advantage.
- Expertise in Trade in Goods, Trade in Services, or Digital Trade gives you an advantage.
Skills & Personal Attributes
- High level of organizational skills to manage multiple project activities simultaneously.
- High level of communication skills to liaise with government agencies and coordinate with other projects.
- High level of reporting and writing skills to produce quality assured documents.
- Ability to prioritize and deliver assigned tasks diligently under strict deadlines.
- Excellent writing and speaking skills in English.
- Ability to work independently and as part of a team.
- Willingness to travel within and outside Ghana.
