Quebec Reopens PEQ Applications: Eligibility Criteria for July 2026 Applicants

Quebec has announced the temporary return of the Quebec Experience Program (PEQ), reopening one of its most popular immigration pathways for eligible foreign workers and international graduates. The program will accept applications again from July 2, 2026, through July 2, 2028, creating renewed opportunities for individuals seeking permanent residence in Canada.

The reopening comes after the PEQ remained closed since November 2025 and provides a fresh alternative for applicants whose immigration plans were interrupted. For many foreign nationals, including Indians already studying and working in Quebec, the restored pathway offers another chance to build long-term futures in the province.

Understanding the Quebec Experience Program (PEQ)

The Quebec Experience Program is a fast-track immigration pathway designed for foreign nationals who have already gained work or study experience within Quebec. Unlike some immigration programs that prioritise overseas applicants, the PEQ focuses on candidates who have already integrated into local communities through employment or education. The program allows eligible applicants to pursue permanent residence based on their existing ties to Quebec.

Its return reflects Quebec’s continued interest in retaining skilled workers and international graduates who contribute to the province’s economy and workforce.

First Intake Period Begins in July 2026

Quebec will not keep the PEQ open continuously throughout the two-year reopening period. Instead, applications will be accepted during scheduled intake windows. The first intake period will run from July 2 to October 31, 2026. This initial phase is intended to support individuals whose immigration plans were affected when the program stopped accepting applications in late 2025.

To participate during this intake period, applicants must already have satisfied PEQ eligibility conditions before November 19, 2025.

Eligibility Requirements for July 2026 Applicants

Temporary Foreign Worker Stream

Applicants under the Temporary Foreign Worker category must meet several conditions before applying. Requirements include:

  • At least two years of eligible work experience completed in Quebec
  • Work experience obtained on or before November 19, 2025
  • Employment classified under TEER 0, 1, 2, or 3 occupational categories

These conditions aim to prioritise workers who already established professional experience in Quebec.

Graduate Stream

Applicants under the Graduate Stream must have completed an eligible Quebec educational qualification before November 19, 2025. No additional updates have been announced regarding French-language requirements, meaning current language conditions remain unchanged for applicants.

No Application Cap During the First Intake

One notable feature of the reopening is the absence of an application cap during the first intake period. Quebec confirmed that all eligible applications submitted between July and October 2026 will be accepted for processing. This approach offers applicants greater certainty and removes concerns about limited spaces or rushed submissions. Authorities expect average processing times to remain between six and seven months, although timelines may vary depending on application volumes.

PSTQ Invitations Will Be Reduced Temporarily

Alongside reopening the PEQ, Quebec has announced temporary adjustments to invitations issued under the Skilled Worker Selection Program. During PEQ processing periods, invitations under the PSTQ are expected to focus mainly on selected applicant categories. Priority areas currently include:

  • Stream 2 candidates in TEER 4 and 5 occupations
  • Stream 4 candidates recognised as Exceptional Talent

Quebec may revise invitation levels after November 2026 depending on application demand and processing capacity.

What This Means for Indian Applicants

Indian nationals already living, studying, or working in Quebec may benefit significantly from the return of the PEQ pathway. Those who completed eligibility requirements before the previous closure now have another opportunity to pursue permanent residence through a streamlined process.

The reopening also reflects a broader immigration pattern across Canada. Provincial governments increasingly favour candidates who already demonstrate local education, work experience, and community integration rather than relying extensively on international recruitment.

Conclusion

Quebec’s decision to reopen the Quebec Experience Program signals renewed support for foreign workers and graduates already contributing to the province. By restoring this pathway, the province creates additional options for individuals pursuing long-term settlement and career opportunities in Canada.

Applicants who meet the eligibility conditions should review requirements carefully and prepare documentation early before intake periods begin. Early planning and complete applications will remain important for making the most of this renewed immigration opportunity.
