Quebec is reopening its family sponsorship programme and creating renewed opportunities for families seeking permanent reunification. After reaching previous intake limits, the province is introducing a structured system designed to balance demand while maintaining access for eligible applicants.
Starting July 2, 2026, Canadian citizens and permanent residents living in Quebec can once again sponsor qualifying relatives. However, applicants must now follow revised intake limits and a phased submission process.
Quebec Restarts Family Sponsorship Applications
Quebec’s Ministry of Immigration, Francisation and Integration will reopen family sponsorship applications from July 2, 2026. The programme will remain open until July 2, 2028, unless application limits are reached earlier. During this period, Quebec plans to accept up to 15,700 sponsorship applications. The reopening provides families another opportunity to pursue permanent residence for eligible relatives.
Updated Intake Limits Introduced
The government has divided available application spaces into two main sponsorship categories. Up to 13,300 applications will be accepted for spouses and common-law partners. Additionally, up to 2,400 applications will be reserved for parents and grandparents.
Several sponsorship categories remain outside these limits. These include dependent children, orphaned children, children under adoption processes, and requests to add relatives to existing sponsorship files. Importantly, dependent children aged 18 years or older are now excluded from the intake cap. This adjustment highlights Quebec’s continued focus on supporting immediate family reunification.
New Priority System Replaces Application Rush
Quebec has moved away from the traditional first-come, first-served application approach. Instead, authorities will process applications using a phased invitation model. Priority will depend on when Immigration, Refugees and Citizenship Canada issued sponsor eligibility letters or acknowledgement documents. The process will begin with files issued during 2024 and continue progressively in date order.
This updated method aims to reduce submission pressure while giving preference to applicants who have already waited longer.
Important Guidelines for Applicants
Foreign nationals whose sponsors live in Quebec should review the updated procedures carefully before applying. This includes Indians who have become Canadian citizens or permanent residents and wish to sponsor relatives from abroad. Applicants must submit sponsorship packages by mail because in-person submissions will not be accepted. Sponsors should also confirm their eligibility stage and monitor the phased intake schedule before sending documents.
