POSITION: Project Accounts and Administrative Officer

Pemcoa Foundation is seeking a Project Accounts and Administrative Officer to join our team in Wa, Upper West Region. If you have good written and verbal communication skills, integrity, attention to detail, and the ability to work under pressure, this 12 month fixed term project contract offers the opportunity to support payment processing, procurement, filing, logistics coordination, and statutory compliance for community driven programmes.

As a Project Accounts and Administrative Officer, you will not simply handle paperwork; you will support payment processing, retirement review, procurement documentation, logistics coordination, records management, and office administration for projects that address poverty and exclusion.

Your Mission

You will take responsibility for supporting the preparation, processing, filing, and tracking of project payment requests, invoices, receipts, vouchers, retirement documents, and supporting financial records. Your role includes assisting in maintaining accurate financial records, supporting the Finance and Administration Manager in preparing monthly financial documentation, reviewing field retirement documents for completeness, supporting procurement processes, maintaining organised filing systems, supporting office administration, assisting with logistics planning, supporting payroll documentation, and helping ensure compliance with policies.

Key Responsibilities

Your role spans payment processing, financial record keeping, procurement support, filing, office administration, logistics coordination, and compliance. Here is what you will tackle:

Payment Processing

  • You will support the preparation, processing, filing, and tracking of project payment requests, invoices, receipts, vouchers, retirement documents, and supporting financial records.
  • Reviewing field retirement documents for completeness including receipts, attendance sheets, activity reports, field movement logs, fuel records, and supporting evidence.

Financial Record Keeping

  • You will assist in maintaining accurate financial records in line with Pemcoa Foundation’s financial procedures, donor requirements, and Ghanaian statutory requirements.
  • Supporting the Finance and Administration Manager in preparing monthly financial documentation, expenditure summaries, bank reconciliation inputs, and budget tracking reports.

Procurement Support

  • You will support procurement processes, including preparation of procurement requests, requests for quotations, bid documentation, supplier files, evaluation records, purchase documentation, and delivery records.

Filing & Record Management

  • You will maintain organised physical and electronic filing systems for finance, administration, procurement, contracts, staff records, project correspondence, and audit documentation.

Office Administration

  • You will support office administration, including supplies management, asset tracking, meeting arrangements, correspondence, office records, and general administrative coordination.

Logistics Coordination

  • You will assist with logistics planning for field activities, training sessions, meetings, workshops, and stakeholder engagements.

Payroll & Compliance

  • You will support payroll documentation, timesheet tracking, staff records, statutory deductions documentation, and other personnel administration requirements.
  • Helping ensure compliance with Pemcoa Foundation’s policies on finance, procurement, safeguarding, fraud prevention, confidentiality, data protection, and conflict of interest.

Audit Support

  • You will support preparation for internal reviews, donor verification, external audits, and statutory inspections.

What You Bring to the Role

Education & Experience

  • An HND or bachelor’s degree in Accounting, Finance, Business Administration, Procurement, Management, or a related field.
  • One to three years of relevant experience in accounting support, finance support, administration, procurement documentation, project administration, or NGO project operations.
  • Practical knowledge of basic accounting, filing, procurement documentation, retirement of funds, and administrative procedures.
  • Strong computer skills, especially Microsoft Excel, Word, and email.

Advantageous Experience

  • Experience working with NGOs, donor funded projects, rural development programmes, or field based project teams.
  • Familiarity with Ghanaian statutory deductions, SSNIT, payroll documentation, procurement filing, and audit preparation.
