Job Summary
We are seeking an exceptional Country Director to lead the CARE Atlantic Cluster, spanning Ghana, Sierra Leone, and Liberia. This is a unique executive leadership opportunity to shape a new regional operating model, strengthen strategic partnerships, mobilise sustainable resources, and position CARE for greater impact across three dynamic and diverse countries. This position is primarily intended for nationals of Ghana, Sierra Leone, or Liberia, with initial priority given to qualified Ghanaian nationals for centralised operations.
Responsibilities
Shape Strategy and Drive Transformation
- Develop and deliver an ambitious multi-year strategy aligned with CARE’s global priorities and the national development agendas of Ghana, Sierra Leone, and Liberia.
- Lead organisational transformation by embedding innovative ways of working, digital solutions, and agile operating models.
- Build a culture of strategic foresight, enabling the cluster to anticipate change, manage uncertainty, and seize emerging opportunities.
- Position CARE as a forward-thinking organisation capable of delivering sustainable, scalable impact.
Build High-Performing Teams
- Inspire, coach, and develop a diverse leadership team committed to innovation, collaboration, and accountability.
- Foster an inclusive culture where people thrive, perform at their best, and are empowered to lead.
- Strengthen organisational capability through succession planning, leadership development, and knowledge sharing.
- Champion CARE’s values and create an environment where continuous learning drives exceptional performance.
Mobilise Resources and Build Strategic Partnerships
- Lead ambitious fundraising efforts to diversify and grow funding from institutional donors, multilateral agencies, foundations, and the private sector.
- Build trusted relationships with governments, development partners, civil society organisations, and corporate stakeholders.
- Explore innovative financing approaches, including impact investing, corporate partnerships, and locally driven resource mobilisation.
- Represent CARE with credibility and influence at national, regional, and international forums.
Deliver Operational Excellence
- Ensure effective management of operations, finance, compliance, and risk across the cluster.
- Strengthen organisational systems that deliver quality, efficiency, and value for money.
- Lead safeguarding, security, and risk management efforts that protect staff, partners, and communities.
- Drive financial sustainability through sound resource management, strong cost recovery, and effective budget stewardship.
Maximise Program Impact
- Ensure programs are evidence-based, community-led, and designed to create sustainable, measurable change.
- Promote innovation, technology, and digital solutions that enhance program quality and scale.
- Advance CARE’s localisation agenda by strengthening local partners and supporting locally led development.
- Build partnerships that deepen impact and improve outcomes for women, girls, and vulnerable communities.

Qualifications
What You Will Bring
- Bachelor’s Degree in Social Economic Sciences and Development or a related field.
- 6 to 8 years of senior management experience in the development sector, with strong strategic and operational management skills.
- Proven ability to lead strategic planning, analysis, and decision-making in complex international settings.
- Strong leadership and people management skills, including coaching, capacity building, conflict management, and team development.
- Experience leading diverse, multidisciplinary, and cross-cultural teams to achieve results.
- Strong financial management and donor compliance skills, including budget management, audits, and reporting.
- Ability to foster a learning culture, knowledge sharing, and organisational learning across the Country Office.
Preferred Qualifications
- Master’s Degree in Social Economic Sciences and Development or a related field.
- Demonstrated experience in program design, implementation, and evaluation.
- Experience managing emergencies.
